The Ulema
The Ulema are fundamental actors who will play a pivotal role in the revival of the Ummah in three ways:
1. They serve as conduits to the Quran and Sunnah
2. Only they can revive the Sacred Sciences (a necessary component of Intellectual Revolution)
3. Once a Universal Islamic government has been established, they will play a pivotal role in executive and judicial affairs.
In the absence of Ulema, an Islamic government will lack the manpower to effectively manage the executive and judicial affairs of the government such as participating in the election of a ruler and the adjudicating of disputes as Qadhis. Furthermore, they are absolutely necessary to the intellectual defense of Islam which itself is a necessary component of a global intellectual revolution. Furthermore, the Ulema assist us on a personal level in reaching Allah
(swt) and His Rasul (saw) by enabling us to comprehend the Quran and Sunnah.
Thus, but for the revival of Islamic scholarship, no significant changes can occur in the Ummah. The stagnation of the Ummah in the intellectual and political spheres is directly related to the quality of Islamic scholarship and how the people treat them as an authority. The intellectual and political spheres govern all other aspects of human society such as economics, warfare, legislation, adjudication, diplomacy and all the other aspects of statesmenship.
